E. Standards Relative To the Welfare, Safety and Environmental Health of the College Community
An offense related to welfare, safety and environmental health of the College community is committed when a person;
- Uses, possesses or manufactures firearms, explosives, and/or weapons.
Minimum: Suspension Maximum: Expulsion
- Uses, possesses or manufactures fireworks or other dangerous articles/substances injurious to persons or property.
Minimum: Reprimand Maximum: Suspension
- Knowingly initiates or circulates a false report of any explosion, fire, incident, or other emergency, or interferes with the response of College or other officials to such emergency calls.
Minimum: Disciplinary Probation Maximum: Suspension
- Abuses, misuses, removes, or damages fire or safety equipment.
Minimum: Residence Probation Maximum: Expulsion
- Refuses to vacate buildings when any fire emergency warning system is activated.
Minimum: Residence Probation Maximum: Suspension
- Creates a fire hazard, endangers safety of persons or property, improperly uses electrical appliances, or improperly uses or possesses flammable or hazardous substances.
Minimum: Reprimand Maximum: Disciplinary Probation
- Starts or attempts to start a fire without appropriate College and local agencies authorization (e.g. arson, bonfires, campfires, etc.).
Minimum: Disciplinary Probation Maximum: Expulsion
- Purchase College Controlled Substance Policy
Drugs are antithetical to the educational mission on the College. As such, students are hereby informed that Purchase College does not tolerate the illegal use of drugs and/or alcohol on its campus. This shall serve as your official warning that the illegal use of alcohol or any controlled substances or of any violation of the Controlled Substance or Alcohol Beverage Policies during the rest of your tenure at Purchase College may result in suspension or expulsion from the College.
8a. Uses or possesses narcotics, hallucinogens, concentrated cannabis or other controlled substances except as a medical prescription or as permitted by law (See College Drug Policy, Schedules I - V). (FOOTNOTE: Controlled substance (as defined by the New York State Penal Law) means any substance listed in Schedules I, II, III, IV, or V of section 3306 of the New York State Public Health Law, other than Marijuana, but including concentrated cannabis as defined by the New York State Health Law (Section 3302, paragraph a, subdivision 5).
Minimum: Suspension Maximum: Expulsion
Recommended Standard (first offense): Suspension for one semester. Mandatory substance assessment & compliance with terms of the assessment prior to return. Disciplinary probation upon return for one academic year.
Recommended Standard (second offense): Expulsion
8b. Uses or possesses cannabis or derivatives of cannabis, except as defined in number 8 (See College Drug Policy, Schedule VI). (FOOTNOTE: Concentrated Cannabis is defined by the New York State Health Law (Section 3302, paragraph a, subdivision 5).)
Minimum: Disciplinary Probation Maximum: Suspension
Recommended Standard (first offense): Disciplinary probation for one year, and mandatory substance education class.
Recommended Standard (second offense): Suspension for one semester. Mandatory substance assessment and compliance with terms of the assessment prior to return. Disciplinary probation upon return for one academic year.
Recommended Standard (third offense): Expulsion.
8c. Uses or possesses controlled substances as defined by the New York State Public Health Law (Except as defined in #8a, 8b, 9a, 9b, and 9c) for the purposes of altering mental or physical functioning, except as permitted by law. (FOOTNOTE: Such substances include, but are not limited to glue, nitrous oxide, ketamine, or related substances.)
Minimum: Disciplinary probation Maximum: Expulsion
Recommended Standard (first offense): Suspension for one semester. Mandatory substance assessment & compliance with terms of the assessment prior to return. Disciplinary probation upon return for one academic year.
Recommended Standard (second offense): Expulsion.
8d. Manufactures, distributes, sells, gives, or offers cannabis or its derivatives, narcotics, hallucinogens, or controlled substances.
Minimum: Suspension Maximum: Expulsion

8e. Uses, possesses, gives, or has under his/ her control any drug paraphernalia, including but not limited to water pipes, bongs, and hypodermic syringes/ needles not prescribed by a licensed physician.
Minimum: Reprimand Maximum: Disciplinary Probation
Recommended Standard: Disciplinary probation for one academic year. (For paraphernalia associated with drugs other than cannabis, a mandatory substance assessment and compliance with the assessment will also be included).
- Purchase College Alcohol Beverage Policy
The College expects that the use of alcohol will occur only as permitted by state and local laws. As such, students are hereby informed that Purchase College does not tolerate the illegal use of drugs and/or alcohol on its campus. This shall serve as your official warning that the illegal use of alcohol or any controlled substances or of any violation of the Controlled Substance or Alcohol Beverage Policies during the rest of your tenure at Purchase College may result in suspension or expulsion from the College.
Minimum: Reprimand Maximum: Suspension
9a. Underage consumption of alcohol.
Recommended Standard (first offense): Disciplinary Probation for one year and mandatory substance education class.
Recommended Standard (second offense): Suspension for one semester. Mandatory substance assessment & compliance with terms of the assessment prior to return. Disciplinary probation upon return for one academic year.
Recommended Standard (third offense): expulsion
9b. Open container of alcohol.
Recommended Standard (first offense): Reprimand.
Recommended Standard (second offense): Disciplinary Probation for one semester and mandatory substance education class.
9c. Public intoxication.
Recommended Standard (first offense): Disciplinary Probation for a period of one year and mandatory substance education class.
Recommended Standard (second offense): Suspension for one semester. Substance assessment and compliance with the terms of the assessment prior to return. Disciplinary for one academic year upon return.
- Engages in or offers games of chance for money or other gain in violation of the laws of New York State.
Minimum: Reprimand Maximum: Disciplinary Probation
- Solicits or sells items or services of any kind for personal gain without prior approval of the College.
Minimum: Reprimand Maximum: Disciplinary Probation
- Fails to comply with posted building regulations (e.g. no smoking, skateboarding, bicycling etc.).
Minimum: Reprimand Maximum: Disciplinary Probation
